Ford Windstar heating/cooling?

I have a 2000 Ford Windstar and for the last 2 months or so we haven't had any air flow in the front. No heat OR A/C, the back vents work fine and can blow heat or AC. Initially, I was confident that it is a blend door actuator, but now (if I'm understanding correctly) I'm reading that if it were that I would have one or the other, either heat or AC, and just wouldn't be able to change the temp. Occasionally you can feel a VERY small amount of cool air coming out, but when you turn the setting up higher, the air flow doesn't increase... there's next to nothing coming out.

Is this the actuator? I just want to be sure before I order the part (going to do the fix myself), is there a way to tell for sure before I make the purchase?
